The United Nations World Food Programme (WFP) said on Monday it had signed a deal with AXA RE to cover for drought in Ethiopia, the world's first insurance contract for humanitarian emergencies.

Under the contract, AXA will pay out $7 million in contingency funding if extreme drought wrecks Ethiopia's harvest in the 2006. The money will be used to aid up to 17 million poor Ethiopian farmers should an extreme drought arise.

AXA RE CEO Hans-Peter Gerhardt said the deal was the first time a financial institution had taken on risk for protecting people in poor countries against the consequences of drought.

The statement said payment will be triggered when rainfall over the March-October 2006 period is significantly below historic averages, signalling likely crop failure.

本運動感謝作為日內瓦公約保存國的瑞士政府，感謝其為引導通過和簽署第三附加議定書的進程所作的不懈努力。

11月28日巴勒斯坦紅新月會和紅大衛盾會協議的簽署對本次外交會議的成功結果也有貢獻，該協議界定了促進上述紅會在執行人道使命時進行合作的行動安排。

第三附加議定書的簽署標誌著外交程式的終結。本運動現在的責任是調整其規則和程式以適應新的情況。

隨著議定書的通過，紅十字與紅新月常設委員會已經決定在2006年召集紅十字與紅新月國際大會。該會議將日內瓦公約締約國、紅十字國際委員會和紅十字會與紅新月會國際聯合會的183個會員聚集一堂。

考慮到新標誌的創立，上述會議將承擔修改本運動的章程的任務，以便實現普遍性原則的目標。
